if you get online resizing, and writes to non-full buckets only need a read lock and an atomic, then you can make full buckets rare by using power-of-two-choices and not filling your table up to the max.

continuing to talk to myself (but that's OK!) i guess a "lock less" approach is only much use if resizes are mostly-nonblocking. locking for collision handling *and huge slow resizes* isn't that useful.
