Yes this does mean you can force vpc and XP mode on 7 starter, server 2008 r2 and embedded 7 skus and in case of XP mode, also home basic and home premium skus because the license checks are as rudementary as the windows 7 games
The exes that need SLC patches (like the win 7 games and such) are vpc.exe (the whole thing won't run and the other stuff will just error out with failing to start the service and event viewer will show a timeout error) and VPCWizard.exe (…
At least this puts can you do windows XP mode on windows 8 thing sort of to rest because if you do a shitload of hacks and just use 32bit windows 8, yes you can
