Whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute a new government, laying its foundation on such principles, and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness. “No state shall convert a liberty into a license, and charge a fee therefore” is a quote from the 1943 Supreme Court case Murdock v. Pennsylvania (319 U.S. 105). The quote means that a state cannot convert a liberty into a privilege, license it, and charge a fee for it.
